Lahore - Sheikhupura - Faisalabad Dual Carriageway 115.5 Kms long is the 1st BOT Project in road communication sector in Pakistan awarded to LAFCO (Pvt) Ltd by Communication & Works Department, Government of Punjab. LAFCO will operate and manage this road upto Year 2028.
GOPb took initiative to undertake first BOT Project in roads communication sector of Pakistan by advertising Lahore - Sheikhupura - Faisalabad Dual Carriageway 115.5 Kms length under BOT regime which not only opens the doors for fast track development in road communication sector but also safe PSDP funds for other projects.
The project was awarded to LAFCO on competitive bidding. LAFCO was required not only to construct but operate and manage the road upto Year 2028. During this period, besides routine maintenance, two asphaltic overlays will be provided after 7-10 years intervals. Good quality of road and comfortable drive from Lahore to Faisalabad is available to the public. Tolling is the main source of revenue to meet the financial obligations. Toll rates are enhanced @ 5.74% per annum. Five toll plazas have been established. Toll rates are based on distance.
The success of this project has developed confidence and faith in the BOT Projects in Pakistan. Private investors would be now willing to undertake mega projects in Public Private Partnership which will pave the way for rapid development in financially starved economy of Pakistan.
LAFCO is a Joint Venture of FWO (65% share), M/s Khalid Rauf & Co. (Pvt) Ltd (20% share), M/s Habib Rafiq (Pvt) Ltd (10% share) and M/s Sachal Engineering Works (Pvt) Ltd (5% share). These partner companies are the leading construction companies in Pakistan.
The Board of Directors of LAFCO (Pvt) Ltd comprises of nine directors out of which four is nominated by M/s FWO to represent FWO, one each is nominated by the remaining shareholder to represent each shareholder i.e M/s KRC, M/s HRL and M/s SACHAL and two independent directors as per SECP regulations.
LAFCO Management not only oversees LAFCO but also manages all affairs of ICPL, with key appointments holding dual responsibilities across both organizations.
